Understanding Clearwater County Releases
A Clearwater County release is a custody event. It records that one agency stopped holding a person at a certain point, but it does not always mean the person went home. The Clearwater County Jail may release someone on bond or a court order, close a local sentence as time served, or hand the person to another county, the Minnesota Department of Corrections, or another authority. Each result sends the search to a different record system. The official current inmate list does not label which event occurred after a name is removed.
Three records answer different parts of the question. A Sheriff release sheet, custody-event log, Minnesota VINE event, or state correctional movement record documents physical custody. A court order, bond entry, disposition, or judgment explains the legal authority. A supervision record can then show whether Minnesota DOC or Clearwater County Probation still has jurisdiction. Reading those layers together is safer than drawing a conclusion from a live list that only shows people currently booked.
A missing Clearwater County roster entry is not proof of release. Transfer, a data correction, another hold, or a technical delay can produce the same result.
Clearwater County Release Types
The event wording matters because the end of a county booking can lead to the community or to a new custodian. Bond and own-recognizance releases end physical jail custody while the criminal case continues. A time-served entry means the local jail term was satisfied, though an outside hold can still prevent departure. Probation is a court-ordered community status, while supervised release usually follows Minnesota prison confinement. Final discharge is different again because it ends the correctional sentence and supervision.

A dismissal or acquittal can explain why release was expected, but the court docket may not show the exact exit time. Escape, death, a purged entry, or an identity correction must not be reported as an ordinary community release. The originating custodian supplies the decisive event record.
Clearwater County Release Record Fields
Clearwater County does not publish a released-inmate archive with a fixed set of online fields. A focused request should identify an existing booking sheet, release sheet, jail register entry, or custody-event log. The county may use different field names and does not have to create a new report. A booking date or number makes the request easier to locate and helps separate people with similar names.

Ask the county to provide the public portion and identify the legal classification for anything withheld. Medical, security, juvenile, victim, and other private data can be redacted even when the basic event is public. A release time also does not establish the end of all legal obligations.
Request Clearwater County Release Records
Use the Clearwater County public-information request form. It asks for a specific description, approximate dates, the desired format, and delivery details. Inspection without copies is an option. Standard paper copies are listed at $0.25 per page; other media, retrieval, delivery, and mailing can add cost. Mailed copies require advance payment that includes postage or shipping. The form says an expedient response may take up to five business days, not that every request will be finished on a fixed deadline.

The Clearwater County Sheriff's Office, led by Sheriff Darin Halverson as of the research date, can route a request when the correct custodian is unclear. A request cannot force the county to create a record that does not exist or maintain an open-ended standing search.
Clearwater County Release Record Law
Minnesota chapter 13 sets the general rule for access to recorded county and state data: government data are public unless state or federal law classifies them otherwise. Agencies need not answer a question by assembling a custom report. Under Minnesota Statutes section 13.82, a law-enforcement booking photograph is generally public unless temporary access would harm an active investigation. Section 13.85 separately governs corrections and detention data, including private or confidential information involving health, security, investigations, informants, and safety.
Clearwater publishes no post-release roster retention period. The court file may remain available after the current jail entry is gone, but sealed, confidential, and expunged material is not ordinarily visible. Minnesota's automatic Clean Slate provisions took effect for qualifying matters in 2025, and chapter 609A also provides a petition process. An empty MCRO result can therefore reflect sealing, remote-access limits, spelling, or the wrong venue. It is not affirmative proof that no case or release occurred.

Clearwater Release Property and ID
The 2024 Minnesota DOC inspection supplies a narrow but useful Clearwater release detail. Jail procedures include an itemized inventory of property, secure storage, a signed receipt, and retention of property until release. The inspection does not state which door is used, when property is handed back, where a family member may wait, or whether transport is available. Those questions require a call to the jail at 218-694-6226.
State-prison releases follow a different process. Minnesota law requires specified release information and identification assistance in covered DOC cases, and the DOC Data Practices page offers a formal route for a person to challenge the accuracy or completeness of their own state data. Neither point proves the timing of a Clearwater County jail exit. They become relevant only when the person was committed to the Commissioner and released from a Minnesota correctional facility.

Find Clearwater County Released Inmates
Start with the last known custodian. Clearwater County Jail, MN DOC, BOP, ICE, and another county all keep separate records. Use a full name plus a booking number, case number, MNDOC Offender ID, BOP number, or A-number when one is lawfully available. Names alone can produce false matches, and a transfer can make a correct entry disappear from one system before it appears in the next.

Clearwater County Roster Limits
The official Clearwater County inmate list is a current-custody page. It shows a mugshot, last and first name, booking date and time, and charges for all hold reasons. It contains no release date, release time, release reason, destination, or archive selector. The county says it attempts updates every 60 minutes and warns that information may not be current, accurate, or complete. Identity can be confirmed only through fingerprints.
The roster image shows why a current listing and a released record answer opposite questions. A listed person may still be held as of the attempted update. A removed person needs an affirmative VINE event, Sheriff record, court order, or receiving-custodian record. Clearwater has no located official 24-hour feed, 72-hour feed, released archive, or Sheriff release app.
Was a person released because the name disappeared? Not on that fact alone. Removal may also mean transfer, correction, purge, escape, death, or a failed update, so confirm the event with the custodian.
MN DOC Clearwater Release Search
The MN DOC individual search gateway links to the Public Viewer for adults committed to the Commissioner who remain under DOC jurisdiction. That scope includes people in prison and people released from prison who are still supervised. It does not include everyone ever booked in Clearwater County, every probation case, or a permanent history of every final discharge.

New commitments can take several business days to appear. Read the exact live labels because fields vary by sentence and record. Minnesota's ordinary post-1993 executed felony structure uses two-thirds imprisonment and one-third supervised release, subject to exceptions and adjustments. It is not an 85% rule, and an anticipated date is not a release timestamp.
Clearwater Court Release Records
Clearwater County District Court sits in Minnesota's Ninth Judicial District. The court information page links local contacts and a public calendar. That calendar posts on business days and updates hourly, but it only schedules hearings. It does not prove a disposition or physical release.
For durable authority, search Minnesota Court Records Online by case number when possible. Otherwise use a person search, select the Clearwater case, and inspect charges and dispositions, events and orders, and available sentencing documents. Entries may show bail, dismissal, time served, a stayed sentence, probation, revocation, or discharge. An order can explain why the jail should release someone, yet a separate hold can still prevent community departure.
Remote access to documents before July 1, 2015 is limited. Sealed and confidential documents are unavailable. When MCRO lacks the needed order, use a courthouse terminal or request a copy from Court Administration at 213 Main Avenue #303 in Bagley, 218-935-4020.
Clearwater Release Alerts and Transfers
Minnesota uses two notification systems. Minnesota VINE covers participating county jails, including Clearwater County Jail. Search the matching person and custodian, then register for a phone, email, text, or in-app alert as offered. Read the event itself because bond release, court release, transfer, purge, escape, death, and unsupervised custody do not mean the same thing. A no-match can reflect spelling, lag, or transfer and is not proof of release.
Minnesota Haven covers state-prison custody and release. Switch to Haven when Clearwater reports commitment or transfer to MN DOC. A prison release may begin supervised release, so the Public Viewer can continue to show the person. Clearwater Probation handles local court supervision, but no public universal Minnesota probation search exists. The court order and the correct local or state office provide the route.
Federal systems are separate. The BOP locator may show “Released” or “Not in BOP Custody” with a date, which ends BOP custody but not another authority's hold or federal supervision. ICE's locator covers current detention and releases from ICE custody during a short recent window. USMS has no nationwide public release locator, so a federal pretrial case requires PACER and the actual holding facility.
Clearwater County Release Scale
The 2024 Minnesota DOC inspection describes Clearwater as a rural secure coed jail. It lists 38 approved secure beds and an operational figure of 32.3. Limited juvenile holds are authorized, but that fact does not make juvenile records public. No state prison is located in Clearwater County.
This local scale explains the split in records. The Sheriff operates the jail and owns county booking and release data. A Clearwater District Court commitment to the Commissioner moves the person into the statewide MN DOC system, often after an intake gap. Federal or immigration paths should be used only when a docket, hold, or transfer record supports that jurisdiction.
Clearwater Release Visiting Restriction
Clearwater County Jail publishes an unusual after-custody rule: a person who was an inmate there during the prior six months may not visit a current inmate. The restriction is practical local information, not a release-date tool. It cannot establish when the former booking ended, and it should not be used to estimate a missing custody date.
The jail page also does not publish a release-processing hour, exit door, weekend method, family waiting point, or transportation arrangement. Operational release and property questions should go to the jail. A family member should not infer those details from visiting hours or from the inspection. The Sheriff can state the current practice.
Note: The six-month visiting rule applies after custody but does not replace a dated Sheriff release record or VINE custody-change event.
Clearwater Released or Still Held
Choose the source that matches both the custodian and the time period. Current rosters describe a live booking. Release sheets describe a past county event. State and federal locators have narrower jurisdiction and different retention rules.
