VINE is most useful for a known person and an active or recent county booking. It is not Clearwater County's historical release ledger. Prison notification is deliberately separate. A transfer or commitment event at Clearwater County Jail should trigger a switch to Minnesota Haven. Haven covers DOC custody and release events, including transfers, custody reductions, release notices, agent assignment, and sentence expiration as described by DOC. It is not a second name for county VINE.

If facts point to another county, use that custodian's records. A federal court case may require PACER and the physical holding facility because the U.S. Marshals Service has no public national released-prisoner locator.
